Xed1Efng67AICP DISTRICT <br />Planning & Development Director <br />FROM: Richard Shearer, AICP REFERENCES: Co.Init. /ZC-093 <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of November 21, 1984. <br />DESCRIPTION & CONDITIONS <br />Indian River County is requesting to rezone 6.2 acres located <br />south of the South Relief Canal on the east side of 43rd Avenue <br />from C-1, Commercial District, to R-lAA, Single -Family District <br />(up to 2.6 units/acre). <br />This request is part of the administrative rezoning process to <br />establish zoning districts consistent with the Comprehensive <br />Plan. <br />On October 11, 1984, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the' <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />i utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property contains a single-family residence and <br />undeveloped land. North of the subject property, across the <br />South Relief Canal, is undeveloped land zoned C-1. East of the <br />subject property is undeveloped land zoned R-1, Single -Family <br />District (up to 6.2 units/acre),. South of the subject <br />property, across Rebel Road (5th Street SW), is the West Side <br />Racquet Club, a single-family subdivision zoned R-1; west of <br />the subject property, across 43rd Avenue, is undeveloped land <br />zoned R-1. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and <br />the land east, south, and west of it as LD -1, Low -Density <br />Residential 1 (up to 3 units/acre). The land north of the <br />subject property is designated as LD -2, Low -Density Residential <br />2 (up to 6 units/acre). <br />The R-lAA district is the most appropriate zoning district for <br />the subject property, based on the LD -1 land use designation <br />and surrounding land use pattern. <br />28 <br />
