allow development at one unit per acre, and staff, therefore, <br />would recommend one unit per developable acre in Traffic Zone I <br />the same as in Zones 2, 3 and 4. <br />Attorney Brandenburg pointed out that is the Committee's <br />position with respect to the interim allocation until the local <br />governments come up with their own traffic studies, and after <br />that, there is the possibility it would be only one unit per five <br />acres. <br />Mr. Keating disagreed and stated that it can always be one <br />unit per acre. <br />Discussion continued as to how to direct staff, and Chairman <br />Scurlock noted that the Comprehensive Plan was developed after <br />intensive study and was something we could be comfortable with. <br />He felt we must find a mechanism to improve our road system which <br />will indicate we can make improvements per our Comprehensive <br />Plan. <br />Mr. Keating believed the traffic study will show some <br />improvements that can be made in the three southern traffic zones <br />which will increase the capacity of the island/mainland <br />transportation system. The 17th Street Bridge itself has a <br />significant amount of capacity (about 70,000 trips), but is <br />constrained to 35,000 because of the intersection on the east <br />side. <br />Discussion ensued at length as to the fact that we were <br />included in this study against our wishes and as to whether we <br />have exhausted all our options in regard to being withdrawn from <br />the study area. <br />Attorney Brandenburg noted that the county always can <br />attempt to meet with the Governor and Cabinet and try to be <br />excluded, but he did not feel that will be successful since it <br />has not been in the past. In his opinion, they are heading down <br />a clear path to designate us as an area of critical concern if we <br />do not move ahead as required by the Management Plan.
