Any special assessment liens upon benefited properties, resulting from impact fees levied in accordance with the provisions of this resolution, shall be extinguished upon the recording by the Board in the Official Records of the County, an affidavit or affidavits executed by the Chairman of the Board to the effect that sufficient security has been deposited with the County in order to insure timely payment of the amounts of such impact fees or the installments thereof, as the case may be. At the above named time and place, the Board will receive any objections of interested persons. After receiving and considering all objections of interested persons, the Board - shall at such hearing or thereafter either annul or sustain or modify in whole or in part the preliminary assessments as indi- cated on such roll, either by confirming the preliminary assessments against.any or all lots or parcels described therein or by cancelling, increasing or reducing the same according to the special benefits which the Board decides each such lot or parcel has received or will receive on account of the Project.
