As a property owner and as a citizen, he demanded <br />the Board do something now and quit pussyfooting around. <br />Frank Zorc, responding to Mr. Sexton's statement, stated he <br />is not opposed <br />to beach restoration, <br />he is just opposed to <br />it <br />being paid for <br />with taxpayers' money. <br />He pointed out that <br />the <br />estimated cost for the Corps project has increased from $650,000 <br />to over $1 -million. Mr. Zorc believed that local people should <br />have the right to vote on whether or not federal tax money should <br />be spend on such a project, not just city, county, or state <br />funds. <br />Chairman Scurlock informed Mr. Zorc that all these issues <br />will be addressed at the public hearing. <br />The Board thereupon recessed for lunch at 12:10 o'clock P.M. <br />and reconvened at 1:30 o'clock P.M. with the same members present. <br />CONTINUED DISCUSSION RE HUTCHINSON ISLAND RESOURCE PLANNING AND <br />MANAGEMENT PLAN COMPLIANCE EVALUATION <br />Chairman Scurlock reported that after considering various <br />ways discussed at last week's meeting to keep the barrier island <br />in Indian River County from being designated by the Dept. of <br />Community Affairs as an area of critical concern, he and Attorney <br />- Brandenburg came up with the approach of a resolution providing <br />for the suspension of development approval reviews until such <br />time as the County considers an interim moratorium to enable the <br />full evaluation of the effects of such development on the fragile <br />environment of Orchid Island. A public hearing would be advertised <br />to consider the adoption of an ordinance imposing a moratorium <br />for limiting further development on the barrier island to one <br />unit per acre. They discussed this with the appropriate agency <br />and received assurances that a positive recommendation might be <br />expected. <br />R, <br />
