ADDITION TO THE AGENDA <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0) <br />added to today's Agenda the matter of emergency repairs <br />to damage resulting from the Thanksgiving Day storm. <br />Administrator Wright reviewed the following letter from the <br />Building Director and explained that staff needs authorization to <br />suspend the normal process for permitting emergency repairs. <br />TO: Michael Wright DATE: November 28, 1984 FILE: <br />County Administrator <br />�1 GSC <br />�9 <br />%ss�o GiyryO <br />,91 1Lg�5��' <br />FROM: Ester Rymer <br />Building Dir c <br />SUBJECT: Emergency procedures <br />to repair Storm Damage Seaward <br />of the Coastal Construction <br />Setback line <br />REFERENCES: <br />The Indian River County Code provides procedures for structures east of the <br />coastal construction setback line. In the main, these procedures require that <br />approval be granted by both the Board of Adjustment and the State of Florida <br />Department of Natural Resources. The approval procedures by the Board of Ad- <br />justment.are rather lengthy in that they require notice at least seven days <br />prior to:a public hearing. However, pursuant to Section 3(8)(g) during periods <br />of emergency such as hurricanes or severe storms provisions of Appendix A - <br />Zoning may be temporarily suspended by the Board of County Commissioners. <br />In view of the recent severe storm and the potential for further damage it is <br />recommended that the provisions of Appendix A -Zoning be temporarily suspended <br />to allow any construction, reconstruction, or repair east of the coastal <br />construction set back line that has been approved by the Department of Natural <br />Resources by the issuance by the DNR of an administrative or emergency permit <br />to be done without recourse to the Board of Adjustment. All other construction <br />would go through normal code procedures. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Bowman, the Board unanimously <br />authorized staff to suspend the normal permitting <br />process for making emergency repairs and follow the <br />guidelines set by the State for emergency repairs <br />needed as a result of the damage caused from the <br />Thanksgiving Day storm. <br />75 <br />NOV 2 8 1984 BOOK .75 <br />
