Commissioner Wodtke pointed out that a neighborhood node is <br />not an entitlement. <br />Mr. Keating agreed, but noted that in this case, staff is <br />recommending the node be kept as it is and whatever is left be <br />constrained to neighborhood uses. He believed neighborhood nodes <br />have to locate at least a mile away from an existing node. <br />Chairman Scurlock felt that leaving this at 25 acres is just <br />opening yourself up for challenge. <br />William LeFever informed the Board that he does not live on <br />the barrier island now, but did in the past in south St. Lucie <br />County, which is a mess and getting worse day by day. He urged <br />the Board to listen to the people who live in the area, -and keep <br />it a residential natural community. <br />Mrs. Offutt expressed doubt of the idea that the community <br />would welcome even a Publix since they have indicated that they <br />want no further commercial, and she wondered how the Board could <br />assure this would be developed as a Publix-type store, other than <br />by contract zoning. <br />Chairman Scurlock believed people come in and make certain <br />assurances and would have a difficult time in the community if <br />they didn't live up to them. He pointed out that Indian River <br />Shores has managed to be extremely restrictive in regard to their <br />shopping center. <br />Mrs. Offutt stated that the real estate community does not <br />want something intensely commercial and does not feel it must be <br />at that particular location, but they do agree we must think <br />ahead for the people who are not here now. <br />Commissioner Wodtke noted that he is sympathetic to the <br />residents of the area, but we are talking about the ultimate <br />future of the barrier island. He felt strongly that there will <br />be a need in the north barrier island between the Sebastian Inlet <br />and Indian River Shores for some commercial to provide those <br />facilities for the future and that we need to set aside some <br />acreage, although he would not say just where. <br />59 <br />D E C 5 1984 BooK - - 5 .
