He also felt <br />the location, being in a commercially designated area and on a <br />busy highway, makes the desirability of this for a park site <br />questionable. Commissioner Bird did agree that a passive park <br />facility is justified and needed somewhere in the south county <br />area, but was not sure this is the proper place. <br />Mr. Driscoll came before the Board speaking on behalf of <br />McKee Jungle Gardens Historical Landmark Committee and stated <br />that he was not entirely in agreement with all the statements in <br />Commissioner Bird's report.- As to the asking price, he felt that <br />is Mr. Ewings' "wish list," and that we should get an M.A.I. to -- <br />appraise the property. In regard to maintenance, keeping paths <br />clear, etc., Mr. Driscoll believed there are many civic <br />organizations that would be willing to do this, as well as <br />residents, etc. He agreed price is important but emphasized that <br />they are not asking the county to put up the money; they have <br />other suggestions. As far as traffic is concerned, Mr. Driscoll <br />pointed out that at the time of the rezoning to Commercial, the <br />County Planning staff recommended against the rezoning because <br />their numbers indicated development of the property as commercial <br />would generate enough additional trips to reduce the quality of <br />service on this portion of U.S.1 to the level of Service " D". <br />He, therefore, believed that commercial would generate far more <br />traffic than a passive park. Mr. Driscoll noted that there are <br />about 4,000 people in Vista Royale within walking and biking <br />distance. He further noted that the county's present plans for <br />extending Indian River Boulevard also envision an extra lane for <br />bikes, and as far as parks being out in the boondocks where the <br />land is cheaper, you put the parks where the people are and they <br />can use them. <br />Mr. Driscoll continued that they are in touch with state <br />agencies seeking funds and have reason to believe some agencies <br />are getting increased funds.
