Parcel R This parcel is one lot 50' X 125' with an assessed value of <br />$29,710. It belongs to Emily Sappington and contains a commercial <br />building and parking lot. <br />Parcel S This parcel is two lots 100' X 125' with an assessed value of <br />$242,,860. It belongs to Dorothy Albrecht and contains commercial <br />buildings. <br />Parcel T This parcel belongs to the City of Vero Beach and is the <br />Community Center. The assessed value is $616,100. <br />Parcel U This parcel is Pocahontas Park which belongs to the City of <br />Vero Beach and has an assessed value of $505,010. <br />Parcel V This parcel is approximately two and one-half lots. It <br />contains the old First Banker's building. It is owned by Max Lawing <br />who stated he was not interested in selling. The building has about <br />24,000 square feet and has a total assessed value of $253,900. There <br />is no parking available with the property. Mr. Lawing advised he would <br />be interested in leasing the building for $4200 per month and thought <br />some parking might be available on Parcel W across the street. The <br />building will be ready for occupancy in the first quarter of 1985. <br />Parcel W This parcel belongs to First Bankers of Indian`River County. <br />They are using it for a parking lot. It has an assessed value of <br />$23,420. - <br />Parcel X This parcel consists of two lots 50' X 115' which contains <br />one building for Vero Furniture Mart. It is owned by J. J. Schumann, <br />leased to Max Lawing and has an assessed value of $87,310. <br />Parcel Y This parcel consists of three lots 75' X 115' which contains <br />one building for Vero Furniture Mart. It is owned by Max Lawing and <br />has an assessed value of $175,450. Mr. Lawing is not interested in <br />selling. <br />Parcel Z This parcel consists of 3 lots 75' X 125' and belongs to the <br />City of Vero Beach. It is used as a parking lot and assessed at a <br />total value of $45,350. <br />This list is not inclusive of all available properties in the downtown <br />area. Staff requests recommendations as to what other avenues need to <br />be pursued. <br />The City of Vero Beach Planning Department was contacted in reference <br />to off-street parking requirements. At the present time, there is no <br />regulation regarding off-street parking. However, the staff was <br />informed of a study addressing this issue and it may be acted on by the <br />City Commission within the next six months. The proposed requirement <br />would be three (3) parking spaces minimum plus one (1) parking space <br />for every 300 square feet. Staff feels off-street parking should be <br />given consideration no matter the choice of location. <br />Based on the above data emphasis was placed on a location, with or <br />without structure, to house a minimum of 15,000 square feet and <br />provisions to accommodate some off-street parking. Realizing the <br />Frizzell Study anticipated an additional space need of 11,000 square <br />feet a "fudge factor" was inserted to be sure enough room was available <br />during the ten year period. <br />NEW CONSTRUCTION COSTS <br />In order to ascertain an approximate cost of construction for a <br />building to meet our needs the contractor for the new Univest Building <br />was contacted. He advised the cost to construct a similar building was <br />approximately $90 to $100 per square foot for finished construction. <br />The total cost to construct the ninety space parking lot at the <br />Tracking Station was $95,900 or $1,065 per space.
