DEC 12 1984 BOOK 59 FnF <br />X74.. <br />DESCRIPTION & CONDITIONS <br />William C. Lee, Nancy U. Lee, and Estes Citrus, the owners, are <br />requesting to rezone 10 acres located on the north side of 16th <br />Street and one-half mile west of 66th Avenue from A, <br />Agricultural District, to R-lA, Single -Family District (up to <br />4.3 units/acre). <br />The applicants are proposing to develop the subject property as <br />a single-family subdivision. <br />On November 8, 1984, the Planning & Zoning Commission voted <br />4 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped and heavily wooded. The <br />land north, south, east, and west of the subject property is in <br />citrus groves and zoned Agricultural District. Approximately <br />350 feet west of the subject property is a single-family <br />subdivision zoned R-1, Single -Family District. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land north, east, and west of it as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre). The land south of the <br />subject property is designated as RR -1, Rural Residential 1 (up <br />to 1 unit/2.5 acres). <br />The R-lA zoning district is consistent with the LD -2 land use <br />category and the single-family residential development to the <br />west. <br />Transportation System <br />The subject property has direct access to 16th Street <br />(classified as a secondary collector street on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />the R-lA zoning would generate 350 average annual daily trips <br />(AADT) . <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water and wastewater facilities are not currently <br />available for the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />22 <br />® M M <br />
