TO: The Honorable Members DATE: December 3, 1984 FILE: <br />of the Board of <br />County Commissioners <br />REQUEST FOR DIRECTION <br />SUBJECT: REGARDING MAXIMUM <br />DENSITIES FOR MD -2 AREA <br />FROM: Robert M. Keating, AId EFERENCES: <br />Planning & Development Director <br />It is requested that the data herein presented be given <br />formal consideration by the Board of County Commissioners at <br />its regular meeting of December 12, 1984. <br />DESCRIPTION & CONDITIONS <br />At its regular meeting of November 28, 1984, the Board of <br />County Commissioners approved two rezoning requests for <br />property in the area between U.S. #1 and the Indian River, <br />south of 17th Street. Although this area is designated MD -2 <br />(up to 10 units per acre) on the Land Use Plan, the Board of <br />County Commissioners approved the proposed rezonings only <br />after the applicants agreed to reduce their requested <br />densities from ten to eight units per acre. <br />Both rezonings in question involved land zoned for sin- <br />gle-family use. To utilize their property for more intense <br />multi -family uses, the applicants needed to have their <br />property rezoned to a higher density multi -family use. <br />While other properties in this area which currently have <br />single-family zoning will require a rezoning before the <br />property can be used for multi -family development, some <br />properties already have an R-2 zoning designation (up to 15 <br />units per acre). In such cases the R-2 zoning would be <br />capped at ten units per acre by the underlying MD -2 land use <br />designation, and the property could be developed at a <br />density of up to ten units per acre. <br />ALTERNATIVES <br />At this time, the staff requests direction from the Board as <br />to how to proceed in relation to development reviews in this <br />geographic area of the County. The principal issue to be <br />resolved is whether the recent action by the Board in <br />limiting densities in this area to eight units per acre <br />should be applied to all parcels in the area designated as <br />MD -2 on the Land Use Plan. If so, that will require Coun- <br />ty -initiated rezonings to downzone various parcels already <br />designated for ten units per acre. <br />The staff has identified the following alternatives: <br />°No Action <br />This would allow those parcels currently having an <br />R-2 zoning classification to develop at ten units <br />per acre.
