Discussion continued in regard to repairing the parking lots <br />in-house and requesting that the Library Board assume half the <br />cost of the project; our half to be pretty much an in-kind match. <br />Administrator Wright again emphasized that this would be <br />taxing the MSTU, and he felt we should take the General Fund and <br />pay the MSTU because they are doing the work. He continued to <br />stress that he would much prefer not to do this in-house because <br />the minute we do, we will get requests from all kinds of <br />organizations. If the Board does wish to do it in-house, he <br />requested that they have the General Fund pay the MSTU. <br />ON MOTION by Commissioner Bird, SECONDED <br />by Commissioner Wodtke, the Board unanimously <br />(4-0) authorized repair of the Library parking <br />lots in-house; the Library Board to assume half <br />the cost of the project; the County's portion, which <br />would be mainly in-kind, to come from the General <br />Fund and the reimbursed portion to be paid to the <br />General Fund; the money to be received before the <br />work is commenced. <br />DISCUSSION ON CLAMMING MORATORIUM <br />Attorney Brandenburg informed the Board that he has <br />investigated what authority we might have regarding a moratorium <br />on clamming activities, and we have no authority whatever; a <br />state law would be needed. This matter has been put on our <br />proposed agenda for the Legislative Delegation. We probably <br />would need a Special Act. <br />Director Thomas reported that it appears this is being <br />handled on a regulatory basis by the Florida Marine Commission, <br />and what was recommended was limiting this activity to 1/2 hour <br />before sunrise until 1/2 hour after dark, no rakes to be used, <br />and a minimum size set. <br />65 <br />WAR I W-19 <br />BOOK 59 PA'UE 217 <br />
