77 <br />December 4, 1984 <br />To: Captain Baird <br />From: Carol Stowe <br />Re: Programs for System 36 <br />Programs for the System 36 to be purchased for the Detention <br />facility may be obtained by one � �f the following methods. <br />1) Purchase programs from South Dakota, which were written for a <br />System 38 and use them on the County's System 38, having it <br />operation on a 24 hours a day, seven day a week basis. <br />E) Purchase the above program and have It re -written for use in <br />the System 36 equipment presently on order for the Detention <br />Center. Due to the language these programs are written in, a <br />programmer experienced with both System 38 and System 36, <br />would be needed. The programmer who does this work should be <br />available to assist with training and also to support the <br />programs in the future. <br />3) Have a program written specifically for the Detention Center, <br />using the JAMS II as guideline for these programs. Should <br />copies of the reports become available from South Dakota, <br />these could used as a guide also <br />After speaking with representatives from South Dakota regarding <br />their program presently being used in their gall, Rarl Newton <br />programmer for the County, Bill Davenport from IBM and ,lack Harwood <br />from H. T. E. , I would like to recortimend that the programs be written <br />for els by a programmer familiar with law enforcement, and by someone <br />who would be available for the training and supported needed with any <br />programs. By having a programmer working specifically on our <br />programs, the programs would be available must sooner and therefore <br />would allow the time needed for proper training. I have also been <br />advised that due to the languages used by both the System 36 and 38, <br />as ;Much effort and time would be involved to <br />write a program as would <br />be to convert one. The end result from re -writing a program from one <br />language to another wo=uld be a poorer product and One that Would be <br />must less effecient should a program be written specifically for our <br />use. <br />Due to the lack of response from South Dakota, in both returning <br />phorrie calls regarding the possibility of their writing these programs <br />for us arta forwarc i n g copies of sample reports, I would recommend <br />option 3 for obtaining programs for our facility. By having H.T.E. <br />contracted to write these programs the needed support and training <br />will be readily available to us. <br />Commissioner Scurlock wished to know if the funds referred <br />to for purchase of this program were from the part of the <br />Sheriff's budget that was transferred, and this was confirmed. <br />He then noted that in the contract he sees'no specific criteria <br />to be met, and thirdly, wished to know if we could do this under <br />the Competitive Negotiations Act. <br />19 <br />BOOK 0 F'GE=.. 09 <br />r - <br />
