Re January 2, 1985, <br />g REFERENCES: Public Hearing <br />Executive Director <br />IRC Housing Authority, <br />The purpose of this required public hearing is to seek approval from <br />the County Commissioners to submit an application under the Florida Small <br />Cities Community Development Block Grant Program (CDBG), authorized by <br />Title I of the Housing and Community Development Act of 1974 as amended, <br />and administered by Florida's Department of Community Affairs. The primary <br />purpose of these grants is allowing local governments to undertake activi- <br />ties which will benefit low and moderate -income persons, help eliminate <br />slums and blight, or meet other urgent community development needs. The <br />local government must ensure that not less than 51 percent of the funds <br />are used for activities that benefit low and moderate -income persons. <br />There are three (3) program categories: Housing, Neighborhood and <br />Commercial Revitalization and Economic Development. All applications are <br />scored and ranked competitively based on community -wide needs (400 points), <br />program impact (500 points) and outstanding performance in equal opportunity <br />employment and affirmatively further fair housing (100 points). <br />The grant ceiling for a jurisdiction with our population is $650,000 <br />and application contents are scored as to being clear, concise, complete <br />and responsive. Submission deadline is Monday, January 7, 1985, and no <br />application will be considered that does not meet the established deadline. <br />All activities are to be carried out in distinct target areas where condi- <br />tions of slum or blight exist and where there is a concentration of low and <br />moderate -income persons. <br />In determining a program for preparation, the Citizens Advisory Com- <br />mittee provided excellent input concerning the areas of need throughout the <br />jurisdiction and decision was made and concurred in by staff to submit an <br />application in the Southeast Gifford Project Area (Geoffrey Subdivision) <br />Vero Beach, Florida, under the Regular Program Category: Housing, where <br />the feeling prevails we are most effective competitively under the State's <br />present system of ranking and scoring. <br />Boundaries of the Target Area are: On the East by Groves (Hospital <br />Node), on the West by U. S. Highway #1, on the South by 37th Street (Barber <br />Ave. Hospital Node) and on the North by Groves and vacant land. <br />Activities will include: <br />Street Improvements $ 120,000 <br />Clearance 34,000 <br />Relocation 25,000 <br />Rehabilitation 330,000 <br />Code Enforcement 21,000 <br />Acquisition 20,000 <br />Planning & Urban Environmental Design 10,000 <br />General Administration 90,000 <br />Total $50� 0�0 <br />This Community Development B1ock.Grant will meet the needs of the <br />people living in the target area, provide additional employment in the <br />County and revitalize a highly visible old minority neighborhood in this <br />jurisdiction. The application is submitted for comments from the public <br />as we seek the approval of the Board of County Commissioners and their <br />authorization for their Chairman to execute the resolution and application. <br />24 <br />
