Keatin , AF P HEAVY COMMERCIAL DIST. <br />Planning & Developme t Director <br />FROM: Richard Shearer, AICP REFERENCES: Sarkees Rezoning <br />Chief, Long -Range Planning RICH2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 2, 1985. <br />DESCRIPTION & CONDITIONS <br />Fred and Byrdie Sarkees, the owners, are requesting to rezone <br />.64 acres located one-eighth mile south of South Gifford Road <br />on the west side of 43rd Avenue from R-1, Single -Family <br />District, to C-2, Heavy Commercial District. <br />The applicants are proposing to develop this property for a use <br />allowed in the C-2 district. <br />On November 15, 1984, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this request. In addition, the <br />Commission voted 5 -to -0 to instruct the staff to review the <br />zoning of properties around the subject property for possible <br />rezoning to C-2. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the <br />application will be presented. The <br />description of the current and futur <br />surrounding areas, potential impacts <br />utility systems, and any significant <br />environmental quality. <br />Existing Land Use Pattern <br />reasonableness of the <br />analysis will include a <br />e land uses of the site and <br />on the transportation and <br />adverse impacts on <br />The subject property and the land immediately north of it are <br />undeveloped. Further north is a mobile home park, zoned R-1. <br />East of the subject property, across 43rd Avenue, are several <br />single-family residences, two mobile homes, and two auto repair <br />businesses, zoned R-1. Further east is the new County jail <br />site zoned R-1. South of the subject property is a mobile home <br />and two single-family residences which are zoned R-1. West of <br />the subject property is the police pistol range,'in the City of <br />Vero Beach, which is zoned Airport. Further west is <br />undeveloped land that is zoned LM -1, Light Manufacturing <br />District, and the Humane Society property that is zoned M-1, <br />Restricted Industrial District. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and <br />all of the land around it (except the property in the City) as <br />29 <br />JAN 2 1985 moo 59 F+iA, 19 <br />
