r _ <br />JAN 2 1985 1 <br />BOOK 59, r",UE-46 <br />July 7, 1982 - Board of County Commissioners granted <br />a one year extension of site plan <br />approval (new expiration date 6/11/83). <br />June 7, 1983 - Building permit issued for the construc- <br />tion of a single, 2 unit building. <br />A field investigation shows that 4 <br />courses of a stem wall were constructed <br />during this time; however, no building <br />department inspections were requested or <br />performed. <br />April 11, 1984 - Soil density test report received certi- <br />fying the suitability of floor slab <br />fill. <br />Dec. 4, 1984 - Applicant notified of pending action by <br />Board of County Commissioners. <br />Dec. 7, 1984 - Application to renew building permit <br />submitted. <br />Dec. 10, 1984 - Renewed building permit issued for one <br />duplex. <br />ANALYSIS: <br />The rationale behind authorizing the County Commission to <br />terminate site plan approval relates to the public's interest. <br />The process allows the County to ensure that projects which are <br />not constructed within a reasonable time after site plan <br />approval will conform to applicable regulations which have been <br />enacted since that approval was granted. By adopting new land <br />development related ordinances, the County Commission has <br />determined that the adherence to the requirements set forth in <br />said ordinances is in the public's best interest. <br />Since approval of the Surf & Racquet Club, the following <br />applicable ordinances have been adopted. <br />1) The Comprehensive Plan <br />2) Stormwater Management & Flood Protection <br />3) Off-street Parking Pavement Types <br />4) Off-street Parking & Loading Regulations <br />5) Tree Protection <br />The Hutchinson Island Planning Committee, when determining that <br />development on the barrier island should be limited, included <br />the 242 average daily trips anticipated to be generated by the <br />Surf & Racquet Club; however, the recently updated North Beach <br />Unit Allocation report, prepared by the Planning Department, <br />deducted these trips from the traffic impact calculations. <br />This was due to the fact that the applicant did not hold an <br />active building permit when the report was prepared. <br />W <br />0 <br />
