51st Avenue North of Walker Avenue <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Janice Block, owner of a rental home on Walker Avenue, opposed <br />the paving of 51st Avenue because she did not feel it would benefit <br />her property as her tenants come in the front road. The house is on a <br />corner, facing Walker Street which is paved, and 51st Avenue runs down <br />the side of their property (the south 115 feet of Lot A). Mrs. Block <br />stated she and her husband strongly object to being assessed approxi- <br />mately $1100 for something they do not need and would appreciate the <br />assessment being altered. <br />Lee Keech, 2625 51st Avenue, stated that he had started the <br />petition and was very much in favor of the paving. He explained that <br />elderly people attending the day care center on 51st Avenue have to <br />breathe the dust from the dirt road. He pointed out that the Block's <br />tenants use the back road to access Walker Avenue. <br />Chairman Lyons felt that was not the issue here today. <br />Chris Blahnik, 2626 51st Avenue, spoke in favor of the petition <br />because of the drainage and mosquito problems that come with a dirt <br />road. He also noted that the Block's tenants use 51st Avenue and <br />objected to the Block property being excluded from the assessment. <br />Ben Block explained that he and his wife are not saying that the <br />road shouldn't be paved, they are saying that they are not responsible <br />for what their tenants do and felt it was not fair to assess them for <br />the paving of 51st Avenue. <br />Victor Peterson, 2630 51st Avenue, believed the Blocks would <br />benefit by the paving because some time in the future they could put <br />in a driveway off of 51st Avenue. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the Public Hearing. <br />33 <br />IHor9 F',4CE.4?8 <br />
