Geoffrey Subdivision, <br />Plat Book 2, (St. Lucie County), Page 12, of the Public Records, now <br />lying in Indian River County, Florida. The record title holders to <br />this property, as indicated by both the Official Record Books and <br />the Property Appraiser's records, are Edger B. and Florence Brown. <br />Staff has learned that a Mrs. Laura Judon may have an interest in <br />the property by virtue of an unrecorded agreement for deed. All <br />parties have been given notice of this hearing. <br />Chapter 4 of the County Code authorizes the County Commission to <br />order demolition and removal of the dwelling and the placement of a <br />lien for all expenses thereof after a determination that the dwell- <br />ing constitutes a hazard to safety or health by reason of inadequate <br />maintenance, dilapidation, obsolescence, or abandonment. The <br />attached inspection report from the Building Department will be <br />supplemented at the hearing by additional evidence from the Building <br />Director. <br />As of this date, I have been advised by representatives of the <br />parties involved that the building is to be demolished and this may <br />have been completed by the hearing date which will render the hear- <br />ing unnecessary. Because this matter has been continuing without <br />success for approximately one year, it is recommended that the Board <br />proceed with the hearing until the matter has been completely and <br />satisfactorily resolved. <br />Assistant County Attorney Chris Paull reported that the building <br />is now a pile of lumber since the demolition process was speeded up a <br />bit. He explained that the main reason for this hearing today is for <br />the Board to confirm that the building was a hazardous structure and <br />authorize the County to haul away the remaining debris if the owners <br />do not do so within a 30 -day period. Attorney Paull advised that <br />today's hearing is a public hearing to the extent that it gives the <br />owners of the property a right to address the Board regarding their <br />interests. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. There were none. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the Public Hearing. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously declared <br />the dwelling at the intersection of 38th Lane and <br />U.S. 1 to be a hazardous structure and authorized the <br />40 <br />-I <br />
