Utility Services Director Terry Pinto explained that the major <br />intent of the impact fee is to place the cost of new capital improve- <br />ments on those who will directly benefit and in no way allow the <br />extension of the water or sewer systems to impact the existing <br />customers. He noted that some 4,000 units of new development on SR -60 <br />have pledged to pay the impact fee assessment for the wastewater line <br />and construction of a treatment system to service that area, and there <br />has been a similar impact fee assessment for water on SR -60. The <br />proposed impact fees would be $1140 for water and $1250 for sewer. <br />Attorney Brandenburg explained that the effective date of an <br />ordinance is usually about ten days after the ordinance is adopted by <br />the Commission, and advised that anyone could come in and vest water <br />or sewer taps at the present impact fees prior to the effective date. <br />Director Pinto explained that when the SR -60 sewer line is in <br />place, those developers must hook up, and this will eliminate the need <br />for approximately 12 package plants in that area. He noted that they <br />have emphasized this point to the DER as they feel that the DER should <br />be saying that temporary package plants should not be built and <br />instead allow some temporary method until the sewer lines are in. <br />Director Pinto cited the restaurant on the corner of Kings Highway and <br />SR -60 as an example of the problems that could arise when construction <br />precedes the sewer lines coming in. <br />Director Pinto also recommended that the current 3 -year payment <br />period for impact fees be extended to 5 years (60 months) for existing <br />units, and Attorney Brandenburg explained that an ordinance providing <br />for the extension of payments from 3 years to 5 years would be <br />advertised and placed on the agenda for the meeting of February 6, <br />1985. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />Neil Nelson reported that this matter was discussed at <br />yesterday's meeting of the Construction Management Council and the <br />Council favors the installation of the water and sewer lines, even <br />though they realize that it will result in a much higher cost than <br />9 <br />45 <br />JAN 91985 MOO i� G 440 <br />
