,4�EPORT ON THE BEACH PRESERVATION AND RESTORATION COMMITTEE <br />Commissioner Wodtke reported that the Committee met yesterday and <br />discussed the position that the County and City took recently on beach <br />renourishment and what approach should be taken to get the project <br />started. It was suggested that the Board of County Commissioners make <br />some recommendations on how to expand the Committee, which currently <br />has five members. He advised that Indian River Shores does not have a <br />council member who wishes to serve, and Carolyn Eggert suggested that <br />Mike Rose represent Indian River Shores. There has been a request for <br />a representative from Harbor Branch Foundation, and it was suggested <br />that Grant Gilmore be appointed to the Committee, which would give us <br />an expert in the environmental area. The Committee feels that we also <br />need representatives from the coastal engineering field. Commissioner <br />Wodtke asked if the Board wished to expand the Committee any further. <br />Chairman Lyons suggested that we have someone on this Committee <br />who will provide financial expertise, as he felt that we are not going <br />to receive any federal money for beach renourishment and the money <br />eventually will have to come from the County. <br />Commissioner Scurlock believed that the Finance Advisory <br />Committee could make a recommendation when we get to that point in <br />time. He suggested that we follow the same procedures used in the <br />creation of the South County Fire District and the new jail, where we <br />would make an arrangement for an analysis and then develop a program <br />to sell it to the general public. He believed that two more members <br />would be needed just to educate the public on the project. <br />Commissioner Bowman felt that this was a long-range plan and we <br />really need a long-range capital improvements plan. <br />Commissioner Wodtke did not anticipate that Art Challacombe of <br />Environmental Planning would spend all of his time on this project. <br />Chairman Lyons suggested that the Board make their <br />recommendations for appointments at next week's meeting. <br />Commissioner Wodtke advised that they have received a letter <br />dated January 4, 1985 from the DER asking for the County to resubmit <br />the application for the Army Corps of Engineers project for FY -85.
