He wished to know why he wasn't advised about the <br />proposed concrete median strips during the last six months while <br />he was going to all the expense of hiring architects and <br />engineers. <br />Director Davis noted that, according to Chapter 335 of the <br />Florida Statutes, the County Engineer will use the DOT green book <br />for the design of public streets and highways, and the County <br />received a new edition of this manual just a month or two ago. It <br />states that urban arterials and major collectors should be free <br />from access by driveways and local streets and that the demand <br />for access can frequently destroy the capacity of the roadway. <br />The manual further states that median strips should be used to <br />segregate the opposing traffic movements on arterial routes. <br />Director Davis pointed out that concrete median strips have been <br />incorporated into the intersection of 17th Street and U.S. #1 and <br />also along Beachland Boulevard. He explained that the length of <br />the median strip is predicated on the speed limit of the roadway; <br />it is not an arbitrary dimension. In addition, he believed that <br />in the future longer median strips would be needed than the <br />minimum length called for here. <br />Commissioner Scurlock asked what would happen in the event <br />the owner applied to build a Jiffy Mart on this corner, and <br />Director Keating answered that staff would have the same <br />objections, i.e. access and the amount of traffic generated. He <br />pointed out that if this -area was coming in for platting right <br />now, a lot of different things would be required. <br />Administrator Wright emphasized that we are trying to <br />maintain as much traffic capacity for that intersection as <br />possible due to the traffic element of the Hutchinson Island <br />Management Resource Plan. <br />L. A.
