FEB 13 1995 <br />Boa 5 fa;r <br />Building Director Ester Rymer came before the Board to <br />explain the need for this amendment, which will require, among <br />other things that swimming pools be surrounded either by a fence <br />at least 4' high or a screened enclosure. She informed the Board <br />that the code we are using now does not have proper specifics to <br />address construction, and that is why they want Standard Swimming <br />Pool Code adopted. The adoption of this code would standardize <br />this aspect of our code with all our other codes, i.e., <br />electrical, plumbing, etc. Mrs. Rymer noted that the Building <br />Department is a County/City Building Department, and this <br />already has been adopted in the City -of Vero Beach. <br />Commissioner Bowman agreed that this is necessary, and Vice <br />Chairman Scurlock believed this would not affect existing pools. <br />This was confirmed. <br />Building Director Rymer reported that there has been great <br />controversy about swimming pool enclosures. People are very <br />concerned, and we are the only County she knows of that does not <br />require a swimming pool enclosure. She noted that at one time <br />there was an effort to have this made a state law, but it failed <br />to pass. <br />Commissioner Wodtke stated that his first thought is that <br />this would include every area of the county, even the <br />agricultural areas, and Director Rymer noted that if you use <br />agricultural property for residential use, it still has to be <br />safe for you to occupy. <br />Administrator Wright asked if this applies to commercial <br />structures such as motels and Director Rymer confirmed that it <br />applies to all swimming pools wherever located. <br />The Vice Chairman asked if anyone present wished to be <br />heard. There were none. <br />ON MOTION by Commissioner Bowman, SECONDED <br />by Commissioner Wodtke, the Board unanimously <br />(3-0) closed the public hearing. <br />24 <br />� � r <br />
