BOOK 59 F,- A 939 <br />the fifty acre commercial/industrial node. Based on the <br />existing heavy commercial uses west of the subject property and <br />the M-1 zoning to the south, the C-2 zoning seems to be the <br />most appropriate zoning for the subject property. <br />Transportation System <br />The subject property has direct access to U.S.1 (classified as <br />an arterial street on the Thoroughfare Plan). Under the <br />present C-lA zoning, the subject property could be developed <br />for retail uses attracting up to 4,126 Average Annual Daily <br />Trips (AADT). Under the proposed C-2 zoning, development of <br />the subject property would attract approximately 293 AADT. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Utilities <br />County water is available for the subject property, but County <br />wastewater facilities are not available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Planner Shearer noted that there is a 50 acre <br />Commercial/Industrial node in this area, and he believed <br />definition of that node should be altered somewhat because there <br />are uses to the north that could be included. There is <br />restricted industrial to the south and restricted commercial to <br />the north, and the C-2 rezoning does seem appropriate. <br />The Chairman asked if anyone present wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />closed the public hearing. <br />Commissioner Bird had a question about staff's figures for <br />daily trips under C-2 as opposed to the existing zoning (293 <br />rather than 4,126) as that seems to be a tremendous difference. <br />Planner Shearer noted that under C -1A most uses allowed are <br />retail and generally neighborhood uses, but you are actually <br />looking at the maximum potential of the entire property; one <br />26 <br />
