r � � <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all <br />of the land around it as part of the U.S.1 MXD, Mixed -Use <br />Corridor (up to 6 units/acre). The MXD land use designation <br />allows residential, commercial, or industrial land uses which <br />will be regulated by the zoning ordinance based on the <br />predominant land use in the area. The east side of Old Dixie <br />Highway in this area is developed in heavy commercial and light <br />industrial uses. The existing C-lA zoning along Old Dixie <br />seems unrealistic based on the existing land use pattern. <br />Rezoning the subject property to C-2 and M-1 would allow the <br />property to be developed in similar land uses as other property <br />along the east side of Old Dixie but maintain commercial zoning <br />between the industrial zoning to the east and the single-family <br />zoning to the west. <br />Transportation System <br />The subject property has direct access to Old Dixie Highway <br />(classified as a Secondary Collector street on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />C-2 zoning would attract approximately 235 average annual daily <br />trips (AADT). Under the existing zoning, the subject property <br />could be developed in uses that could attract up to 2,425 AADT. <br />Old Dixie Highway currently carries 10,000 AADT between 4th and <br />8th Streets and 11,700 AADT between 8th and 12th Streets. <br />These volumes put Old Dixie at level -of -service "C". An <br />additional 2,425 trips would lower the level -of -service to "D". <br />Old Dixie Highway can handle an additional 235 AADT at <br />level -of -service "C". <br />Environment <br />The subject property'is not designated as environmentally <br />sensitive nor is it in a flood -prone area. <br />Ty -i1 ii-icaa <br />The subject property is not served by County Wastewater <br />facilities. A County water main_is located on the west side of <br />Old Dixie Highway. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Planner Shearer commented that this is actually three <br />rezoning requests in one. The applicants have been working with <br />staff on this since last summer and have been very willing to <br />negotiate and work out a zoning configuration acceptable to the <br />County as well as themselves. They have property running from <br />Old Dixie to the railroad, and their intent is to subdivide the <br />property and have the lots fronting on Old Dixie used as <br />Commercial. The lots closer to the railroad would be for <br />industrial purposes. The County has a trend of rezoning in this <br />area to C-2. <br />31 <br />FEB 2 0 1985 <br />BOOK 59 f'',�< <,�7 <br />
