Keats g, A <br />Planning & Developmen Director <br />FROM:Art Challacombe REFERENCES: Dune Protection <br />Chief, Environmental Planning IBMIRD <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 20, 1985. <br />DESCRIPTION & CONDITIONS <br />On November 15, 1984, the Florida Department of Community <br />Affairs cited Indian River County with several deficiencies <br />in complying with the Hutchinson Island Resource Planning & <br />Management Plan. One of the deficiencies involves a beach/ <br />dune stabilization policy which states: <br />"Require that dune system restoration where needed <br />be included in beach renourishment projects." <br />Indian River County currently establishes dune protection as <br />part of its tree protection ordinance, however, dune <br />restoration is not specifically mentioned with respect to beach <br />renourishment projects. <br />On January 24, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend that the proposed ordinance amendment be <br />adopted by the Board of County Commissioners. <br />ALTERNATIVES & ANALYSIS <br />In reviewing the existing ordinance and preparing the proposed <br />amendment, staff has sought to clarify the status of coastal <br />erosion control projects. Currently, such projects are not <br />specifically allowed by County ordinance, although these <br />activities are currently permitted by the Department of Natural <br />Resources. <br />In addition to permitting coastal erosion control activities, <br />the proposed ordinance amendment requires dune revegetation and <br />reestablishment of the dune profile as components of beach <br />renourishment projects. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners adopt <br />the proposed ordinance. <br />63 <br />BOOK 0 Fa -UG '1969 <br />
