Now there is, however, and what the County is <br />saying is we will be glad to give the City this if we have it. <br />City Manager Little stated that the City is not looking for <br />ultimate annexation, and he did not believe it has anything to do <br />with what we are doing this morning in any event. Further, he <br />would think that with four year's notice, the County organization <br />could do about anything. He knew the.City could; the City does <br />a lot of things where they don't know precisely what the future <br />holds, but they feel they have a service obligation to fulfill. <br />Attorney Brandenburg stated that -he would seriously question <br />whether the City ever has committed to building a plant,or would <br />put themselves in a position of being forced to do.so,without <br />knowing all the details, and he could not recommend the <br />Commission do so. <br />City Manager Little stated that if the City knew in advance <br />that they had an obligation of so many hundred thousand gallons, <br />they could float a bond issue and get a plant built and so could <br />the county. <br />Administrator Wright stated that is the point, and Mr. <br />Little is getting back to the other issue. We have committed <br />capacity that is paid for, but under this agreement, the City can <br />ask for it back; so, if we have to replace that capacity, the <br />only way we are going to pay for it is charge everybody in the <br />system, which is contrary to our current position on impact fees. <br />Mr. Little asked if Mr. Wright is saying that the County is <br />building a plant exactly sized to the committed load without any <br />growth potential. <br />Administrator Wright stated that we do have growth <br />potential, but right now to get this capacity moved to a south <br />plant, you are looking at constructing millions of dollars of <br />pipelines. Our plants are located north and west. We are going <br />to build a south plant, but it may not be in a time frame the <br />City would require.
