Such a five member board would be empowered under <br />Chapter 161 to appoint subcommittees, use expert advice, etc. to <br />• assist it in making decisions relative to the long term beach <br />program. <br />E. The Taxpayers Association questions the cost effective- <br />ness of using outside consultants to provide all the technical <br />and other support that will be needed in carrying out the <br />proposed long term program as opposed to having a full time, <br />in-house employee as support for the AUTHORITY that will handle <br />the projected, long term beach program. If the Public Housing <br />Authority of The County requires a full time employee for <br />support, it seems probable that an active Beach and Shore Preser- <br />vation Authority will likewise require support of a full time <br />employee. <br />In any event, the Taxpayers Association submits that this <br />matter should be fully studied without further delay to see what <br />type person could be engaged for the purpose, what the salary and <br />related costs might be, what the projected expense of using <br />outside consultants might be, etc., to reach -an objective <br />decision on the question. <br />The proposed long term beach preservation and restoration <br />program should not be allowed to grow willy-nilly. The proposals <br />discussed above, in our opinion, hold promise to help prevent <br />this.
