Keatiig, 5rCP <br />Planning & Development Director <br />FROM: Richard Shearer, AICP REFERENCES: <br />Chief, Long -Range Planning <br />43RD AVENUE COMMERCIAL <br />STUDY <br />43rd Ave. <br />CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 6, 1985, at 9:15 a.m. <br />DESCRIPTION & CONDITIONS <br />The Planning Department has received several inquiries about <br />the zoning and land use designation of numerous properties <br />fronting 43rd Avenue between 2nd Street on the north and 1st <br />Street SW on the south. The land fronting 43rd Avenue in this <br />area has been zoned C-1, Commercial District, for many years. <br />The land on the east side of 43rd Avenue is designated as LD -2, <br />Low -Density Residential 2 (up to 6 units/acre) on the land use <br />plan, and the land on the west side of 43rd Avenue is' <br />designated as LD -1, Low -Density Residential 1 (up to -3 <br />units/acre). However, several of the properties along 43rd <br />Avenue developed in commercial uses prior to the adoption of <br />the Comprehensive Plan, and two site plans for future <br />commercial development were submitted prior to the adoption of <br />the Plan. The result has been vacant lots designated as <br />residential on the land use plan and zoned C-1 which are <br />situated between existing commercial uses. <br />On May 16, 1984, the Board of County Commissioners approved a <br />County -initiated request to rezone 6 acres on the east side of <br />43rd Avenue, south of 4th Street and north of the Moose Lodge <br />from C-1 to R-1, Single -Family District. <br />On November 21, 1984, the Board of County Commissioners <br />approved a County -initiated request to rezone 6.83 acres <br />located on the east side of 43rd Avenue, 230 feet south of 1st <br />Street SW and north of the South Relief Canal from C-1 to R-1. <br />On December 20, 1984, the Planning and Zoning Commission <br />considered this study and instructed the staff to schedule a <br />public hearing on this matter. <br />On January 24, 1985, the Planning and Zoning Commission voted <br />4 -to -4 to recommend approval of this request based on paragraph <br />5 on page 34 of the Land Use Element of the Comprehensive Plan. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of'the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />20 <br />
