Davis, P . E REFERENCES: <br />Public Works Director <br />DESCRIPTION AND CONDITIONS <br />A petition has been submitted for the paving of 16th Street <br />from Kings Highway to 51st Avenue. The area benefiting from <br />the improvements is approximately '151.5 acres. Property <br />owners which own approximately 103.05 acres have signed the <br />petition, which computes to 69.15% of the benefited land. <br />On July 11, 1984, the Board of County Commissioners approved <br />paving the road in the existing 30' right-of-way and to save <br />all trees possible. <br />Beindorf and Associates have completed engineering design <br />drawings and the project was let for bid with bids received <br />Jan. 18, 1985. The low bidder was Dennis L. Smith, Inc., with <br />a low bid of $115,236.15. The estimated cost of the project <br />for the preparation of a preliminary assessment roll is <br />$121,997.96. The Preliminary Assessment Roll has been <br />repared and is attached. The preliminary assessment is <br />402.634 per acre of benefited area. All advertising has been <br />accomplished, and an authorizing resolution prepared. <br />A property owners meeting was held Feb. 27, 1985 at 7:30 PM <br />to answer any questions concerning the project. <br />ALTERNATIVES AND ANALYSIS - <br />Since bids were received Jan. 18, 1985, the bid should be <br />awarded prior to March 19, 1985. Bids are valid for 60 <br />calendar days. Six bids were received and it is the Public <br />Works Division's opinion that competitive bidding occurred. <br />Removal.of australian pine trees was added as an alternate <br />bid, and it is recommended that these be removed. Since 16th <br />Street is a Collector Roadway, the County would fund 50% of <br />the cost of the project, and benefited owners would fund 50% <br />of the cost. <br />RECOMMENDATIONS AND FUNDING <br />Subject to.comments presented at the Public Hearing, the Public <br />Works Division recommends the following: <br />1) The authorizing resolution be approved. <br />2) The preliminary assessment roll be approved. <br />3) The bid be awarded to Dennis L. Smith, Inc., Vero Beach, <br />F1. in the low bid amount of $115,236.15 <br />4) Authorize $57,618.08 (50% of cost) be allocated from Petition <br />Paving Fund #703-214-541-35.39. Balance as of Feb. 271, <br />1985 is $323,988. <br />44 <br />
