He pointed out that it is an unrated junior <br />lien which is really a second mortgage. <br />OMB Director Jeff Barton believed it is unique in the <br />way it is structured. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />(LETTER OF COMMITMENT IS ON FILE IN THE OFFICE OF THE CLERK) <br />SOUTH COUNTY FIRE ADVISORY COMMITTEE REPORT <br />Commissioner Scurlock reported that the Fire Advisory <br />Committee decided at yesterday's meeting to ask this Board <br />for direction in regard to the County assuming <br />administration of the District for the coming year. <br />Administrator Wright felt that the collective <br />bargaining should not be separated from the administration <br />because if we have the responsibility and the liability, we <br />should have the day to day control. <br />Commissioner Scurlock recommended that we notify the <br />City of Vero Beach that we plan to assume those <br />_ responsibilities in the upcoming year as well as assume the <br />collective bargaining aspect this year without any <br />additional compensation. He felt the County could assume <br />this function with just a minimal addition to staff. <br />Administrator Wright did not anticipate adding more <br />than one person, if that, and noted there is an additional <br />$160,OOOin compensation to help offset that cost. He <br />advised that the change over date would be at the end of the <br />fiscal year, but collective bargaining would begin in May <br />when the contract opens up. <br />32 <br />
