develop a problem, then it is the County's responsibility to <br />correct it. <br />Considerable discussion ensued in regard to the drainage <br />problems, and Director Davis reported on improvements that <br />already have been carried out in the Sixth Avenue area. <br />Commissioner Wodtke had questions regarding how the lake at <br />7th Court SW was handled, and Director Davis explained that the <br />lake goes from the right-of-way line on one side to the <br />right-of-way line on the other and there is no land whatsoever <br />between the two roads that can developed. Staff took this into <br />consideration and worked out an equitable arrangement. <br />Staff Engineer Jeff Boone explained that Mr. Nickerson has a <br />higher rate of assessment because he is not a member of the East <br />Coast Self Help Program. <br />Chairman Lyons had a question regarding Lot 38 on 8th Ave., <br />owned by Brenda West. He noted that the net assessment shows <br />that Ms. West received escrow money from the East Coast Program, <br />but it -is not indicated that this is an East Coast lot. <br />Director Davis believed this may be a typographical error. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the public hearings. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 85-31 providing for certain paving and <br />drainage improvements to 7th Court S.W., between <br />3rd Street S.W. and 4th Place S.W.; approved the <br />preliminary assessment roll with the adjustments <br />discussed; allocated $18,042, from the Petition <br />Paving account to fund this work; and notified the <br />Road & Bridge Division to begin construction. <br />47 BOOK 60 PAGE223 <br />BAR 2 0198.5 <br />J <br />
