Conveyance of Property to Dorothy Cannon <br />The Board reviewed the following memo dated 3/20/85: <br />TO: Board of County CommissiE)AM: March 20, 1985 FILE: <br />FROM: <br />�es . County Attorney <br />SUBJECT: <br />Consent Agenda Item <br />Re: Dorothy Cannon <br />Lot 20, Block 9 of <br />Smith Plaza Subd. <br />REFERENCES: <br />The above -referenced matter involves property formerly owned <br />by Johnnie and Carrie Bell Cannon. The Cannons acquired the <br />property in 1957 but lost it at tax deed foreclosure and sale <br />in 1964. The Indian River Septic Service, Inc. purchased the <br />tax deed in 1964. This company was involuntarily dissolved in <br />1969, and the County reacquired the property through tax lien <br />foreclosure in 1982. <br />Despite the tax deed foreclosure, the Cannon family has lived <br />on the property continuously since 1957. Johnnie Cannon died <br />several years ago and Carrie Bell Cannon is currently disabled <br />due to a stroke. Her daughter, Dorothy Cannon, presently <br />lives on the property and cares for her children and Mrs. <br />Cannon. <br />The house is currently in a severe state of disrepair and does <br />not comply with several building and safety codes. The <br />Gifford Jaycees have offered to repair the Cannon residence <br />using volunteer labor and Federal funds obtained through a <br />grant from the Farmers' Home Administration. The Indian River <br />County Housing Authority was in the process of securing the <br />grant when a title search revealed that the County actually <br />owned the property. The Federal grant is not available unless <br />the applicant owns the property to be improved. The Cannons' <br />application is currently on hold until this situation is <br />resolved. <br />10 <br />_I <br />
