DESCRIPTION & CONDITIONS <br />Mr. and Mrs. Edwin Edmonds, the owners, are requesting to amend <br />the Comprehensive Plan by redesignating 6.4 acres located 600 <br />feet southwest of 125th Place, northwest of Roseland Road and <br />southeast of the Sebastian River from RR -2, Rural Residential 2 <br />(up to 1 unit/acre), to LD -1, Low -Density Residential 1 (up to <br />3 units/acre). <br />On February 21, 1985, the Planning and Zoning Commission held a <br />public hearing on the applicants' initial request to <br />redesignate the subject property from RR -2 to LD -2. During the <br />hearing the applicants stated that they would be amenable to <br />changing their request from LD -2 to LD -1 as the staff recommend- <br />ed. After the public hearing, the Planning and Zoning Commis- <br />sion voted 5 -to -0 to recommend that the applicants' original <br />request to redesignate the property as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre), be denied. The Commission <br />gave as their reasons the facts that they felt this property <br />was correctly designated as RR -2 when the Comprehensive Plan <br />was adopted and that conditions have not changed in this area <br />since then to warrant a change in the land use designation. <br />After the Planning and Zoning Commission held a public hearing <br />on this request, the. applicants formally amended their <br />application in writing to request the LD -1 land use designation. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be, presented. The analysis will include a <br />description of the current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property contains one single-family residence. <br />Northeast of the subject property is another 6.4 acre parcel <br />containing a single-family residence. Southeast of the subject <br />property, across Roseland Road, are single-family residences on <br />large parcels of land. Southwest of the subject property are <br />single-family residences. Northwest of the subject property is <br />the Sebastian River. The subject property and all of the land <br />around it is zoned R-1, Single -Family District (up to 6 units/ <br />acre). <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and <br />the land northeast and southwest of it as RR -2, Rural <br />Residential 2 (up to 1 unit/acre). The land southeast of the <br />subject property is designated as LD -1, Low -Density Residential <br />1 (up to 3 units/acre). <br />Redesignating the subject property to LD -2 would allow it to be <br />developed at a much higher density than the land around it and <br />would represent a spot land use designation. The subject <br />property should not be redesignated as LD -2 unless all of the <br />Roseland area designated as RR -2 and LD -1 is also redesignated <br />as LD -2. However, it would not be unreasonable to redesignate <br />the subject property to LD -1. The land on the southeast side <br />of Roseland Road is designated as LD -1 and has characteristics <br />similar to the subject property.
