Keatiry9l, P LOW-DENSITY <br />Planning & Development Director RESIDENTIAL 1 <br />FROM: Richard Shearer, AICP R Snoke Request <br />Chief, Long -Range Planni@ff ERENCES: CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 27, 1985. <br />DESCRIPTION & CONDITIONS <br />Mr. and Mrs. Andrew Snoke, the owners, are requesting to amend <br />the Comprehensive Plan by redesignating 6.4 acres located 300 <br />feet southwest of 125th Place, northwest of Roseland Road and <br />southeast of the Sebastian River from RR -2, Rural Residential 2 <br />(up to 1 unit/acre), to LD -1, Low -Density Residential 1 (up to <br />3 units/acre). <br />On February 21, 1985, the Planning and Zoning Commission held a <br />public hearing on the applicants' initial request to <br />redesignate the subject property from RR -2 to LD -1. During the <br />hearing the applicants stated that they would be amenable to <br />changing their request from LD -2 to LD -1 as the staff <br />recommended. After the public hearing, the Planning and Zoning <br />Commission voted 5 -to -0 to recommend that the applicants' <br />original request to redesignate the property as LD -2, Low -Density <br />Residential 2 (up to 6 units/acre), be denied. The Commission <br />gave as their reasons the facts that they felt this property <br />was correctly designated as RR -2 when the Comprehensive Plan <br />was adopted and that conditions have not changed in this area <br />since then to warrant a change in the land use designation. <br />After the Planning and Zoning Commission held a public hearing <br />on this request, the applicants formally amended their <br />application in writing to request the LD -1 land use designa- <br />tion. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the.current and future land uses of the site and <br />surrounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on <br />environmental quality. <br />Existing Land Use Pattern <br />The subject property contains one single-family residence. <br />Northeast of the subject property is a citrus grove and a <br />single-family residence. Southeast of the subject <br />across Roseland Road, are single-family residences <br />parcels of land. Southwest of the subject property <br />single-family residences. Northwest of the subject <br />the Sebastian River.
