Planner Richard Shearer reviewed the following memo <br />dated 3/29/85: <br />TO: The Honorable Members DATE: <br />of the Board of <br />County Commissioners <br />DIVISION HEAD CONCURRENCE: <br />March 29, 1985 FILE: <br />SUBJECT: <br />Ro.ert M. easing, iCP <br />Planning & Development Director <br />COUNTY -INITIATED <br />REQUEST TO REZONE 102 <br />ACRES FROM C -1,R -3,R -2B <br />R-2, R-1PM, R-1, & R -1A <br />TO RM -4, MULTIPLE - <br />FAMILY RESIDENTIAL <br />DISTRICT <br />FROM: Richard Shearer, AICP REFERENCES: Ros - <br />eland/ZC 091 <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of April 10, 1985. <br />DESCRIPTION & CONDITIONS <br />Indian River County is requesting to rezone 102 acres, located <br />south of Roseland Road, west of the Indian River, north of <br />Sebastian, and east of U.S.1, from C-1, Commercial District, <br />R-3, Multiple Dwelling District (up to 15 units/acre), R-2, <br />Multiple -Family District (up to 15 units/acre), R -2B, <br />Multiple -Family District (up to 8.1 units/acre), R-1PM, <br />Permanent Mobile Home Subdivision (up to 8.7 units/acre), R-1, <br />Single -Family District (up to 6.2 units/acre), and R -1A, <br />Single -Family District (up to 4.3 units/acre), to RM -4, <br />Multiple -Family Residential District (up to 4 units/acre). All <br />but 2.5 acres of the subject property are zoned C-1, R-3, R -2B, <br />or R-2'. <br />This request is -part of the administrative rezoning process to <br />establish zoning districts consistent with the Comprehensive <br />Plan. <br />On October 11, 1984, the Planning and Zoning Commission held a <br />public hearing on a request to rezone this area to R -2B, but <br />tabled action pending further analysis of this area and <br />information about how the City of Sebastian treats similar <br />areas in the City. <br />On December 13, 1984, the Planning and Zoning Commission denied <br />a County -initiated request to rezone 98 acres, including all <br />but 4 acres of the subject property, from six zoning districts <br />to R -2B. The Commission gave as their reason for denial that <br />they felt the 8 units/acre allowed by the R -2B zoning was a <br />density too high for this area because it is in a flood -prone <br />area, is adjacent to the Indian River, and is not served by <br />County water and wastewater facilities. <br />On February 6, 1985, the Board of County Commissioners approved <br />the McManus request to rezone a quarter acre parcel in this <br />area from C-1 to R-1.
