APR 10 1985 <br />BOOK 60 PGE 480 <br />Commissioner Bird asked why we can't anticipate now <br />where the power lines will be installed, and Director Davis <br />explained that a nuisance strip might result because the <br />County's needs might encroach upon the City's power line <br />easement. It was felt some of the County's drainage needs <br />could be accomplished in the City's easement area. <br />Commissioner Bird stated that since we know that the <br />County needs 100 ft. of right-of-way and the City needs 30 <br />ft., he could not see why we could not establish where that <br />130 feet would go, take the City's 30 feet off either the <br />north or south edge, and then get our 100 feet later on. <br />Administrator Wright felt that if we did not acquire <br />this right-of-way, people could have their property bisected <br />by a powerline 40 feet in. <br />Attorney Brandenburg explained that by doing it as <br />Commissioner Bird suggested, the City would have to pay a <br />lot more because they would be leaving a strip of property <br />that would be useless to the owners and would have to pay <br />more in severance damages. <br />Commissioner Bird could understand the property owners' <br />reluctance to donate property because he realized that when <br />that road is built, it will connect U.S. #1 and Indian River <br />Boulevard and those owners will be sitting on real estate <br />worth multi -millions of dollars. He expressed his <br />reluctance, however, for the County to buy any right-of-way <br />unless it was absolutely needed. <br />Administrator Wright believed that if we don't buy it, <br />then the City is going to move right up to the property line <br />and acquire their right-of-way, which will make our road <br />offset at the intersection. <br />Commissioner Scurlock suggested that the City of Vero <br />Beach just go ahead and get the alignment so that it is not <br />offset and then worry about our additional requirements when <br />we get to that point. <br />49 <br />
