proposed to the County Attorney is that by the end of next week, <br />he would get the drawings contemplated in the agreement to <br />,Attorney Brandenburg so that the proper departments can review <br />them, and then they will prepare the dredge and fill application <br />and get on with that permitting process. His request, therefore, <br />would be for an extension until the end of next week. <br />Commissioner Bird expressed his concern that the timing of <br />the stabilization is especially critical and asked if there is <br />any reason to believe that we could do the stabilization.any <br />faster ourselves. <br />Attorney Brandenburg did not believe so as there is still a <br />90 day permitting process. He clarified that Mr. Crosby would <br />like an extension for a week to submit a plan and then they will <br />have 30 days to submit it to the DER; the DER then either may <br />take immediate action or wait the full 90 days. <br />Vice Chairman Scurlock wished to know just which company we <br />are dealing with as we have had one change already which <br />apparently is responsible for part of the problem, and Mr. Crosby <br />stated that until an actual change of ownership, the county will <br />be dealing with Florida Land Company. <br />Gerald Chancellor assured the Board that, as he understood <br />it, the new party would assume all liabilities and responsibili- <br />ties of Florida Land Co. in full. <br />Considerable discussion ensued regarding having the -piers <br />and the stabilization permitted separately, and Mr. Crosby noted <br />that it would be easier to tie the two together for permitting. <br />He emphasized that doesn't mean the County will approve both <br />projects, but it would allow Florida Land to have one set of <br />drawings and one review by the DER. <br />Mr. Chancellor explained that they hoped to determine up <br />front whether they would be allowed to build finger piers before <br />they spent a lot of money getting into permitting activities.
