F- i <br />APR 17 1985 .BOOKPA�E R37 <br />Sebastian and the other mentioned areas are desirable, coastal <br />cities attracting people daily who become new residents. During <br />the last year in the unincorporated areas, the population <br />increased from 46,567 to the now 57,131 or approximately a 22.69% <br />increase. <br />The areas that this office hopes to serve represent a total of <br />about 53% of calls for service during the first 3 1/2 months of <br />'1985. Statistics of the last 4 months of 1984 on calls for <br />service place this.figure closer to 60%, most likely due to the <br />seasonal influx on the population. <br />A review of calls for service for the Sheriff's Department shows <br />a total of 17% increase in 1984 over 1983 and during the first <br />(4) months of 1985 we are averaging more than a 30% increase over <br />last year. <br />The primary function of this office will be a Sheriff's Office to <br />be opened from 8 a.m, to 5 p.m., Monday through Friday, but not <br />be limited to those times. Myself or my Chief Deputy will be in <br />the office"at least 2 days a week and available to the general <br />public for any problems or complaints that would need personal <br />attention. <br />Also, we are planning to open a Civil Division in an effort to <br />coordinate the growing number of subpoenas and other court <br />related processing for the areas mentioned. Our Civil Division <br />is currently averaging about 1,000 civil process services a month <br />and it is estimated that about 40% reflects on the 5 areas to be <br />serviced out of our Sebastian office. <br />As a result of the distance required to travel for complaintants <br />to sign complaint affidavits, many complaints or affidavits go <br />unfiled or unreported. We estimate as many as 20 a week are not <br />filed because of the current drive from these locations to the <br />Indian River County Sheriff's Department. <br />The convenience of the Sebastian office would enhance the signing <br />of these affidavits and bring the guilty into the court system <br />and perhaps stop the illegal activity. <br />The office could also be used for witness interview. Currently, <br />it is necessary for witnesses in the 5 mentioned areas to drive <br />to the Sheriff's Department. This office would provide a <br />location for deputies, Florida Highway Patrol and Investigators <br />to interview witnesses of crimes, traffic accidents and also <br />allow investigators a place to do follow up investigations. <br />Lastly, the Sheriff's Department has experienced an increase in <br />walk-ins that require the department to send officers to the <br />above mentioned locations, as well as provide information and <br />other services to people from these areas. <br />In conclusion, the opening of the Sebastian office would provide <br />clear assistance to those people in the North end of the county <br />for all facets of law enforcement and I am convinced that this <br />will increase the rapport between citizens and law enforcement. <br />It will also improve the quality of our efforts for these <br />services to the individuals in these areas. <br />Attached is a copy of the budget amendment listing the amount <br />necessary to carry this office into the next budget year.
