13 <br />SUMMARY OF ACTIONS <br />TRANSPORTATION PLANNING COMMITTEE <br />April 16, 1985 <br />1. Request to Amend the Thoroughfare Plan, 49th Street: <br />Grand Harbor, Inc. applied to remove 49th Street between <br />U.S. #1 and proposed Indian River Boulevard. Committee <br />recommended a neutral position and to forward comments <br />made by Public Works Department. <br />2. Traffic Impact Fee Ordinance Study: <br />Committee received request for a 45 -day time extension from <br />Barton-Aschman Associates, Inc. Reports #2 and #3 scheduled <br />for Transportation Planning Committee review at re -scheduled <br />meeting date of May 28, 1985. <br />3. North U.S. #1 Corridor Study: <br />Committee recommends the following improvement components of <br />the Study. Funding of Items A, B, and C to be by the City of - <br />Vero Beach, Item D by the FDOT and Item E by Indian River <br />County: <br />A. U.S. #1 at 27th Street <br />o Install signs restricting heavy trucks <br />® Realign the intersection of 27th Street and St. Lucie <br />Avenue at a future time <br />o Sign%alize U.S. #1 and 27th Street <br />B. 14th Avenue at FECRR <br />e Add aright -turn radius for southbound traffic on <br />14th Avenue to turn onto St. Lucie Avenue <br />o Maintain northbound access onto U.S. #1 <br />e Re-evaluate after other improvements are complete - <br />C. U.S. #1 at 23rd Street <br />® Lengthen the eastbound left -turn lane on 23rd Street <br />® Upgrade the traffic signal to an 8 -phase signal (left <br />turn arrows all directions). <br />D. U.S. #1 at 21st Street <br />o Redesign access and turning movements as proposed <br />by Florida Department of Transportation, except <br />retain southbound right -turn movement onto 21st <br />Street. <br />E. Indian River Boulevard <br />e Endorse extension north from Royal Palm <br />Boulevard to U.S. #1 as an alternate route to <br />U.S. #1. <br />4. Intersection Study - Old Dixie Highway at 4th Street: <br />Committee approved staff recommendation to signalize this <br />intersection in 1986 to coincide with the extension of Indian <br />River Boulevard to U.S. #1 at 4th Street. Signalization cost <br />($25,000) to be budgeted during FY 85/86 and left -turn lanes <br />at Old Dixie added to the Transportation Improvement Program <br />(TIP). <br />5. Orchid Island Identification Signs: <br />Committee recommends that signs be installed on S.R. AlA, <br />S.R. 60 (Barber Bridge), 17th Street Bridge and C.R. 510 <br />Bridge where these roads enter Orchid Island, as requested <br />by Committee Member, Mrs. Lier. <br />APR 24 1985 8 BOOK 60 P€U662 <br />
