j <br />on, and it didn't make sense to activate a well when they were <br />told they would have county water so soon. <br />Administrator Wright asked if internal distribution lines <br />were put in, because all they would lose would be the well, not <br />the fines. <br />Chairman Lyons did not believe we should try to evaluate <br />this so much in dollars, but just determine whether there was a <br />good faith effort. He wished to know if they received a permit <br />from the DER for a sewage plant. <br />Attorney Clem assured him that a permit was granted. <br />Director Keating wished to point out that this is consistent <br />with some of the other plans that have been terminated, and <br />possibly the site plan approval was granted prematurely. Another <br />thing to consider is that we now have much more control in the <br />site plan process over the mobile home parks, and we have had big <br />problems where these services were put in on an incremental <br />basis. <br />Discussion continued at length as to what constitutes a <br />reasonable amount of construction, and Commissioner Bird felt <br />there is no question that if this was before us today, we would <br />not grant mobile home zoning in this area or have this plan. <br />Attorney Clem noted that the site plan is valid now, and he <br />felt the burden is on the County. <br />Attorney Brandenburg read from the ordinance the applicable <br />section relating to a good faith effort and when construction <br />shall be considered abandoned. <br />Chairman Lyons asked if they have put in any water lines, <br />and Attorney Clem stated they have not, but they are ready to - <br />all this came upon them like a bolt out of the blue - the <br />inadvertent mix-up with their zoning and then the revocation. <br />Administrator Wright felt the way the park is laid out, they <br />have a very minor cost in physically connecting, and he felt the <br />water line did not stop the development of the park as it could <br />easily have been developed without water. <br />67 <br />MAY 1 1985 Boor 60 uGF.7 3 <br />
