MAY 8 1985 BOOK <br />Transportation System <br />The subject property has direct access to Old Dixie Highway <br />(classified as a secondary collector street on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />RM -6 zoning could generate up to 175 average annual daily trips <br />(AADT). The present R-1 zoning would allow development that <br />could generate up to 250 AADT. Old Dixie Highway currently <br />carries 11,300 AADT in this area at the upper limit of level - <br />of -service "C". Level -of -service "C" reflects the lowest <br />level -of -service at which stable traffic flow can be main- <br />tained. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it in a flood -prone area. However, the <br />subject property lies on the Sand Ridge, an important aquifer <br />recharge area. Clustered development is desirable in aquifer <br />recharge areas. <br />Utilities <br />11 <br />A County water main runs along the west side of Old Dixie <br />Highway. County wastewater facilities are not available for <br />the subject property. <br />RECOMMENDATION <br />Based on the above analysis, particularly the fact that. this <br />proposed rezoning would provide a good buffer among the exis- <br />ting land uses and the Planning and Zoning Commission's. <br />recommendation, staff recommends approval. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. <br />David Rever of Carter Associates, speaking in behalf of the <br />applicant, reported that a number of concerned residents had <br />attended the Planning 6 Zoning meeting. After meeting with those <br />people, he believes that no one still objects to the rezoning. <br />He explained that the Cooks' are planning to build quality <br />duplexes on the property which is approximately 163 feet wide. <br />Planning 6 Development Director Robert Keating stated that <br />the zoning would be changed from 6 units per unit single family <br />to 6 units per acre multiple family, and Mr. Shearer noted that <br />the property to the north was zoned to 8 units per acre. <br />Chairman Lyons requested that the following letter be made a <br />part of the record: <br />24 <br />
