At last week's <br />meeting the Planning Department presented an analysis of the <br />impact of those rules on the development of Round Island Park. <br />He reported that earlier he went to Tallahassee to lobby on <br />behalf of our development scheme for the park. Since that time, <br />the rule has been withdrawn because a developer on the west side <br />of the state has filed a rule challenge, and it will be at least <br />a month before that gets to the Governor and Cabinet. However, <br />he believed that the one part of the rule we were most concerned <br />about is already in effect. The staff which is administrating <br />the rule have indicated they do not feel that the rule would <br />adversely affect the County's plans for developing Round Island <br />Park, as their intent is not to limit pedestrian access for <br />undeveloped parks in the Indian River; they are mainly interested <br />in limiting vehicular access. Attorney Brandenburg suggested <br />that in order to preserve our rights for the use of submerged <br />lands, the County start the permitting process now before the <br />rules change again. He noted there is a question of whether it <br />is a "concerned" use or whether the area where the bridge pilings <br />would be placed has to be licensed by the State to the County. <br />The County Attorney, therefore, felt we should start that process <br />immediately and clarify exactly what we have to do. <br />Intergovernmental Services Director Tommy Thomas explained <br />that "no name island" Iles between the mainland and Round Island <br />51 <br />MAY 8 1985 <br />BOOK PAI - <br />846 <br />i <br />
