NAY 8 1985 <br />BOOK rA,U 53 <br />REFUSE PICKUP IN WABASSO AREA <br />The Board reviewed the following memo dated 5/1/85: <br />TO: The Honorable Members of DATE: May 1,- 1985 FILE: <br />the Board of County Commissioners <br />THRU: Michael Wright, <br />SUBJECT: Refuse Pickup in <br />Wabasso Area <br />Administrator <br />FROM: L , n T mmy n Thomas REFERENCES. <br />Intergovernmental Relations Director <br />In the original discussions, when the new County Fair Ground <br />was built, it was planned to close or move the refuse pickup <br />station on King's Highway at Hobart Park. The station is <br />located directly in front of the main entrance to the Fair <br />Ground on Kings Highway. <br />The attached map shows three alternative locations within <br />the Wabasso area. The County owns these three locations. <br />For several months we have left the present station closed <br />as we were not sure how many legitimate household garbage <br />users were dumping at this site. A high percentage of the <br />refuse dumped in Wabasso was not authorized by the present <br />County code. Much of it was furniture and yard trash. <br />The South Winter Beach Road refuse station is 2� miles from <br />the Kings Highway Station. The South Winter Beach Road sta- <br />tion is approximately half way between the Oslo station and <br />the Roseland station. <br />A petition has been filed by 300 homeowners in the Wabasso <br />area. Assuming that they confine their trash to household <br />garbage as defined by the code, it appears that there may <br />be enough customers in the area to warrant a franchise for <br />garbage pickup. This may apply also to the Roseland, Gifford <br />and Oslo stations. <br />If it is decided to reopen a site in Wabasso, the staff recom- <br />mends that a new site be constructed in the northwest corner <br />of Hobart Park east of Kings Highway. <br />Funding would have to be provided for this construction. <br />Public Works is currently preparing cost estimates for a <br />new site. <br />Administrator Wright explained that we are currently <br />operating five transfer stations and it is becoming incredibly <br />expensive. When all trucks are in operation, there are five <br />crews running seven days a week and still we have not been able <br />to keep up with it. He felt that we could save some costs by <br />closing the Wabasso station and using the nearby Winter Beach <br />58 <br />
