MAY 8 3995 <br />BOOK <br />60 <br />FA.rE <br />867 <br />Director <br />Pinto believed that this is just beginning <br />to <br />be <br />a <br />problem to this county and we have an opportunity to catch it <br />before it catches us. <br />Commissioner Scurlock hoped to present a complete funding <br />package to the Board in time to take action in this budget year. <br />Discussion ensued re the risk factors remaining when a city <br />or county decides to get out of the landfill business and allow <br />private companies to handle the refuse.. <br />Chairman Lyons suggested that "privatization" be brought <br />back to the Board as an alternative when the Finance Committee <br />makes its recommendation. <br />Commissioner Scurlock commented on Director Pinto's <br />background in operating a methane solid waste plant in New Jersey <br />and felt Mr. Pinto has done a great job for the County. <br />REPORT ON HURRICANE CONFERENCE <br />Commissioner Wodtke reported that the conference held in New <br />Orleans forecast that 1985 would be an above normal hurricane <br />year and that a higher percentage of the named storms will reach <br />hurricane intensity. <br />Commissioner Wodtke spoke about the margin of error in <br />calculating the probability of storms hitting a certain area and <br />how important it was for the media -to key in on those figures <br />when alerting the public. He noted that the marginal amount of <br />error in a 24-hour forecast is 110 nautical miles, and the margin <br />of error increases with earlier forecasts of 48 -hours and again <br />with 72 -hour forecasts. <br />Commissioner Wodtke reported that comment was made that <br />while we have had 25 years of minimal storms, there is a great <br />deal of concern about erosion resulting from northeasters. <br />Commissioner Wodtke also reported that he attended two <br />presentations re counties' liability in respect to FEMA <br />requirements for the flood insurance program. <br />72 <br />T. <br />He announced that <br />
