include such complementary structures and improvements as are neces- <br />sary and appropriate. <br />OPEN SPACE, GREEN. Open space includes the gross area of the site <br />less building coverage, parking surface, internal traffic circulation <br />system and any exclusions herein specifically set forth. <br />OPEN SPACE, PRIVATE. Common open space held in private ownership, the <br />use of which is normally limited to the occupants of a single dwell- <br />ing, building, or development. <br />OPEN SPACE PUBLIC. Open space owned by a public agency and maintained <br />by it for the use and enjoyment of the general public. <br />OUTDOOR STORAGE. The keeping, in an unroofed area of any goods, <br />material, or merchandise in the same place for more than twenty-four <br />hours. The parking of motor vehicles, in operating condition, which <br />are used in the operation of a commercial establishment shall not be <br />considered outside storage. <br />PARK. A tract of land, legally reserved by the County, State, or <br />Federal government or other entity for use by the public for active <br />and passive recreation. The Indian River County Comprehensive Plan <br />stipulates the County Park and Recreation Plan. The Plan includes a <br />classification system and defines characteristics of the same. <br />PARTY WALL. A common shared wall between two separate structures, <br />buildings, or dwelling units. <br />PEAK HOUR TRAFFIC. The largest number of vehicles passing over a <br />designated section of a street during the busiest one hour period <br />during a 24-hour period. <br />PERMITTED USE. Any use specifically designated as a "permitted use" <br />_in a zoning district and subject to the restrictions _-applicable to <br />that zoning district. <br />PIER. A structure extending in, on, or over waters of the State, <br />which is used by the public primarily for fishing, swimming or view- <br />ing. A pier shall not include a dock, as defined herein. <br />PREMISES. Any land together with any structures occupying it. <br />PUBLIC OR PRIVATE UTILITY, LIMITED. A facility, used in the trans- <br />mission or delivery of a public or private utility, in which the <br />facility is relatively small in scale and can be compatible with <br />residential and other low intensity .uses. Limited utility uses <br />include, but are not limited to, electrical substations, distribution <br />facilities and transformers; individual water or wastewater treatment <br />plants as opposed to larger public water and wastewater treatment <br />plants which are part of a county or regional system; wastewater <br />pumping facilities; water storage, control and pumping facilities; and <br />structure, equipment and rights-of-way for telephone, electricity, <br />gas, or water. <br />PUBLIC OR PRIVATE UTILITY, MAJOR. A centralized facility for the <br />provision of a public utility that is of sufficient scale and intensi- <br />ty to warrant special site considerations to limit the impact on <br />surrounding properties. Major utility uses include, but are not <br />limited to: electrical generating plants and facilities; water and <br />wastewater treatment and disposal facilities which are part of a <br />county or regional system; public utilities supply yard; and other <br />major community infrastructure of such scale and intensity to warrant <br />special site considerations in order to protect adjacent properties as <br />above specified. <br />PUBLIC PROTECTIVE SERVICES. Public facilities, or private firms <br />serving the general public, providing emergency police, fire, rescue, <br />or ambulance or similar services, excluding funeral home. <br />RECREATIONAL AND LANDSCAPED OPEN SPACE. Unroofed or screen roofed <br />ornamental landscaped areas and recreational areas which are easily <br />accessible and regularly available to occupants of all dwelling units <br />on the lot wherein the open space is located.
