r <br />1985 <br />BOOK <br />61 FAGF <br />contributions fell about 50%. <br />Mr. Beindorf stressed <br />that the <br />agencies they support are here for all the residents of the <br />county. <br />Chairman Lyons pointed out that we do have payroll deduc- <br />tions for those who want to contribute. <br />Administrator Wright stated that his position is simply that <br />he has a no solicitation policy during county business hours for <br />anybody; it has nothing to do with the United Way. <br />Commissioner Bird asked how representatives of the various <br />departments would be picked, and Administrator Wright believed it <br />would have to be purely voluntary. He continued that what you <br />get into here is not just the twenty minute presentation, but the <br />representative goes back and you have a continual solicitation, <br />which he felt it is counterproductive. He further pointed out <br />that if this is allowed, we would have a difficult time turning <br />down anyone else who wished to solicit from the employees. <br />Commissioner Bird asked if the Administrator had any problem <br />with handling this through payroll deductions, and Administrator <br />Wright stated that he did not really agree with that either but <br />he wouldn't argue against it. <br />Commissioner Bird then asked if the Administrator had any <br />problem with these leaders or representatives, who are strictly <br />volunteers, organizing this thing and holding this twenty minute <br />briefing before business hours or after business hours or during <br />lunch hours. <br />Administrator Wright had no problem with that, but empha- <br />sized that his problem is solicitation of other employees by <br />these representatives; he felt that person, in effect, becomes a <br />solicitor for the United Way, and we need that person's time <br />working for us. <br />Commissioner Bird noted that he, of course, has been very <br />heavily involved with United Way, having been a former Chairman <br />and President, and he can report that this procedure is followed <br />at Piper Aircraft, at the City of Vero Beach, at the Hospital, <br />97 <br />
