Keating A�`� TION, CREATION & STAN - <br />Planning & Development Director DARDS OF NEIGHBORHOOD <br />NODES <br />FROM: RicShearer, AICP REFERENCES: Nbrhd Node CPA <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of June 5, 1985. <br />DESCRIPTION & CONDITIONS <br />The Planning Department has initiated a request to amend the <br />text of the land use element of the Comprehensive Plan to <br />provide for defining, creating, and setting standards for <br />creation of neighborhood nodes. <br />This request is a result of the discussions regarding <br />neighborhood nodes which occured at the County Commission <br />node workshop meetings held during 1983 and 1984. <br />On March 28, 1985, the Planning and Zoning Commission tabled <br />action on this request pending further analysis by the staff of <br />the distance separation criteria. The staff then added a <br />provision allowing for a deviation to the one mile distance <br />separation rule. On April 25, 1985, the Planning and Zoning <br />Commission voted 5 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />The proposed changes to the neighborhood nodes section of the <br />Plan do not change the intent of the Plan but do provide more <br />specific information on what neighborhood nodes are and how <br />they will be created. This proposed amendment does change the <br />size range of neighborhood nodes from 2 -to -8 acres to 0 -to -6 <br />acres and provides criteria for the establishment of neighbor- <br />hood nodes. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Planner Shearer discussed criteria for location of neighbor- <br />hood nodes, emphasizing that they would not appear on the Land <br />Use Plan map, but there would be an ability to establish them <br />without amending the Plan. He noted it was first felt they <br />should be at least one mile from another node, but the Planning & <br />44 <br />
