(C) All wastewater treatment plants shall have surge control equaling 20% of the design capacity of the plant. SECTION 3. FLOW MEASUREMENT All wastewater treatment plants located on Orchid Island shall have a flow measuring device which will provide a record of diurnal flow changes as well as total daily flows. SECTION 4. MONITORING REQUIREMENTS All wastewater treatment plants located on Orchid Island shall comply with the provisions of Florida Administrative Code Chapter 17-19, but shall, as a mimimum, monitor for biochemical- oxygen iochemicaloxygen demand and total suspended solids within the effluent through analysis of no less than one representative grab sample of the effluent per week. This monitoring requirement is a minimum and applies to all wastewater treatment plants regardless of size. Where additional or more stringent monitoring is required under the Florida Administrative Code, Chapter 17-19, or by the Indian River County Division of Utility Services or the Florida Department of Environmental Regulation, the additional or more stringent monitoring shall be performed. SECTION 5. TIME LIMITATIONS Existing wastewater. treatment plants located on Orchid Island shall comply with Sections 2 through 5 of this ordinance within the following described deadlines: (A) Compliance with the effluent limits and design capacity requirements shall be accomplished within 180 days from the effective date of this ordinance. (B) Compliance with the surge control and flow measurement requirements shall be accomplished within 90 days from the effective date of this ordinance.
