Keat' g, P THE BLUE CYRPRESS <br />Planning & Developnfeent Director IMPROVEMENT DISTRICT <br />FROM Richard Shearer, AICP Blue Cypress2 <br />Chief, Long -Range PlanninsREFERENCES: RICH2 <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at <br />their regular meeting of June 12, 1985. <br />DESCRIPTIONS & CONDITIONS <br />The County is initiating a request to amend the text and map of <br />the Zoning Ordinance to establish a new zoning district entitled <br />RBCID, Blue Cypress Improvement District. <br />This proposed amendment is the result of discussions among <br />County staff, the Board of County Commissioners, and affected r <br />property owners concerning problems in the area and the <br />appropriate procedures to resolve these problems. <br />On May 9, 1985 the Planning and Zoning Commission voted 5 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />This proposed amendment was designed to recognize the existing <br />situation at Blue Cypress fish camp, including the existing <br />density of 10 units per acre and various environmental problems, <br />and establish general guidelines to allow future development and <br />redevelopment while providing for mitigation of the <br />environmental problems. This amendment will implement the <br />proposed BCID Comprehensive Plan amendment and provide <br />reasonable requirements for the future development" of the <br />subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning.. and Zoning <br />Commission's recommendation, staff recommends approval. <br />With respect to Chairman Lyons' earlier suggestion of making <br />the hotel a legal conforming use, Attorney Brandenburg suggested <br />that could be accomplished by adding the hotel as an allowable <br />use in the District in Section 2 on Page 4 of the proposed <br />ordinance. He pointed out, however, that if the Commission is <br />going to allow one conforming use in that District, they must do <br />34 <br />
