JUIN BOOK 611 NkGE 222 <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, the Board unanimously adopted <br />Ordinance 85-55, amending Appendix A of the Zoning Code <br />by creating Section 14, "R-BCID: Blue Cypress <br />Improvement District." <br />Administrator Wright reported that the sewer issue is <br />basically at a standstill and asked the Board for direction as to <br />whether they want it left as it is or want staff to pursue <br />setting up a special district for a sewer system. <br />Utilities Services Director Terry Pinto advised that we <br />would be starting from scratch in order to put a sewer system out <br />there and would have to build collection, treatment and effluent <br />disposal systems, which would run in the neighborhood of <br />$300,000, amounting to a $3000 assessment for each of the 100 <br />lots out there. <br />Director Pinto felt that would be up to the Board to decide <br />whether it would be an assessment or a voluntary assessment, but <br />pointed out that someone has to pay the estimated $300,000, <br />assuming we get some land donated for the facility and don't have <br />to purchase any. <br />Commissioner Scurlock felt it would not be a clear cut deal <br />for determining just who would be assessed. <br />Attorney Brandenburg believed we would be able to assess the <br />lease -hold interests as well as the individual who holds a fee <br />title. <br />Attorney Robert Jackson advised that the property owners <br />have been discussing another solution to the sewer problem as <br />they feel that $300,000 is a little high for this project and <br />that they plan on continuing working with the County on this <br />matter. <br />11 <br />36 <br />
