The Board reviewed the following memo dated 6/4/85: <br />TO: THE HONORABLE BOARD OF <br />COUNTY COMMISSIONERS <br />THRU: TERRANCE G. PINTO <br />FROM: RONALD R. BROOKS <br />DESCRIPTION <br />DATE: JUNE 4, 1985 <br />SUBJECT: SITE SELECTION FOR FUTURE <br />HAZARDOUS WASTE STORAGE/ <br />TRANSFER FACILITIES <br />The Water Quality Assurance Act, which was passed by the Florida <br />Legislature on July 1, 1983, requires that each County designate sites for <br />the construction of future hazardous waste storage and transfer facilities <br />to meet a demonstrated need. According to guidelines provided by The <br />Florida Department of Environmental Regulation,, the storage and transfer <br />facilities are to be a warehouse -type facility where containerized wastes <br />are held for short periods of time, usually less than 90 days. The main <br />purpose of the facility is to consolidate smaller shipments of wastes from <br />individual local generators so that economical truckload reshipments can <br />be made to facilities where the wastes are treated, recycled, or disposed. <br />Each county is to select a minimum of two sites with a recommended acreage <br />of at least five acres but no less than two acres. The sites are to be <br />selected utilizing siting criteria suggested by the Florida Department of' <br />Environmental Regulation. <br />The two sites are to be approved by the Board of County Commissioners after <br />at least two public hearings, one of which could be a public workshop. The <br />sites must be selected and approved by June 30, 1985. <br />CONDITIONS AND ANALYSIS <br />Staff has selected two sites for approval by the Board of County <br />Commissioners for future hazardous waste storage/transfer facilities. Site <br />Number 1 is within the County landfill located on 74th Avenue approximately <br />1/2 mile south of Oslo Road. Site Number 2 is located within the solid <br />waste transfer station in the closed Gifford Landfill on South Gifford <br />Road, approximately 1/2 mile west of 43rd Avenue. Location maps and <br />descriptions of both sites are provided in Exhibit I. The two sites <br />encompass a little over two acres of surface area each and comply with <br />specific selection criteria suggested by the Florida Department of <br />Environmental Regulation in that they are: <br />1. Located on cpublic land owned by the County. <br />2. Within industrial zoning or the equivalent so as not to be <br />inconsistent with the intended land use. <br />3. Within land already used for solid waste transfer or disposal. <br />4.
